  3. Stir in the flour and cook for 1 minute. Gradually pour in the beef broth and tomato paste, stirring constantly to prevent lumps. Add the dried thyme. Bring to a simmer, then reduce heat to low and cook for 15-20 minutes, allowing the sauce to thicken. Season with salt and pepper to taste.
  4. Prepare the Potato Topping: While the filling simmers, boil the quartered potatoes in salted water for 15-20 minutes, or until very tender. Drain thoroughly.
  5. Mash the potatoes with the butter and milk until smooth and creamy. Season with salt and pepper. For an extra smooth topping, you can use a potato ricer.
  6. Assemble and Bake: Preheat your oven to 190°C (375°F). Spoon the beef filling into the bottom of your oven-safe pan or transfer it to a 9x13 inch baking dish.
  7. Carefully spread the mashed potato topping evenly over the beef filling. You can use a fork to create decorative ridges on top for extra crispiness.
  8. Bake for 25-30 minutes, or until the potato topping is golden brown and the filling is bubbling. If desired, you can place it under the grill (broiler) for the last few minutes for extra browning.
  9. Garnish with fresh chopped parsley before serving.
